High Pressure Shower Heads for Low Water Pressure

I was searching on the internet to find a solution to the low water pressure in my home. Some websites are telling you to remove the flow restrictor in a new showerhead. They say that should improve water flow. But I read that by doing this you are violating the US law where water flow from a showerhead cannot exceed 2&1/2 gallons per minute.
I really do not want to violate Federal law. I looked for companies that make showerheads that are specifically designed to help people that have low water pressure.
